It is and has always been the intention of Government to divest itself of its trading activities at the earliest possible moment, but this is unfortunately impracticable in

respect of goods under world allocation or where trade with any

particular country must be on a Government to Governmenbasis.

The establishment of the se Suspense Accounts in theory involves the use of Government's surplus balances, and

therefore requires approval by the Secretary of State.

But in

actual fact the result has been that over the whole field there

he s been a substantial credit, and Government, by having the use

of the surplus funds, has been able to postpone raising the balance
